Commander Paul Francoeur
Commanding Officer – HMCS CALGARY
A native of Moose Jaw, Saskatchewan, Cdr Francoeur joined Canada’s Navy in 1985 as a Signalman. Having served primarily in Canada’s Halifax based East Coast Fleet, Cdr Francoeur was commissioned from the ranks as a Maritime Surface Officer in 1993.
Upon completing MARS training at VENTURE, the Naval Officer Training Centre, Cdr Francoeur joined HMCS CALGARY as an apprentice Bridge Watchkeeping Officer (BWK). Having qualified as a BWK and consolidated those skills, Cdr Francoeur attended the ‘Fleet Navigating Officer’ course, and later navigated HMCS CHALEUR and HMCS CALGARY.
After a shore based tour in support of the Naval Reserve Division HMCS UNICORN, Cdr Francoeur returned to sea as Deck Officer of HMCS OTTAWA. In 2003 Cdr Francoeur attended the year long ‘Operations Room Officer’ course, after which he joined HMCS VANCOUVER as Operations Officer. Cdr Francoeur transferred to HMCS CALGARY, where he assumed the duties of Operations Officer and later Combat Officer. While serving in HMCS CALGARY, Cdr Francoeur successfully challenged the Surface Command Board.Upon completing his Combat Officer tour, Cdr Francoeur joined the staff of the Commander Canadian Fleet Pacific as Plans Officer.
In August 2006 Cdr Francoeur joined the Staff of the Commander of the US Navy’s Second Fleet (C2F), based in Norfolk Virginia, where he served as a Maritime Homeland Defense Planner and Deputy Director of the Joint Effects Cell in the Operations and Plans directorate. After three years on C2F Staff, Cdr Francoeur returned to Canada, where he joined HMCS REGINA as Executive Officer (XO), and later Sea Training Pacific, where he again carried out the duties of XO.
Cdr Francoeur’s operational experiences include deployments to NATO’s Standing Naval Force Atlantic, an Adriatic tour and three Persian Gulf deployments, numerous national and international exercises, sovereignty operations and domestic operations in support of other Government Departments. Cdr Francoeur has also deployed to Bosnia, Haiti and Afghanistan in an intelligence capacity.
In January 2011 Cdr Francoeur assumed command of HMCS CALGARY.
